Alterations to the statutes that regulate cosmetics surgery

All surgery was regulated in 2018 when changes were made to the Health Services Act 1988 to address cosmetic surgery. The changes specified that:

  • All surgery must be performed in a registered private hospital or day procedure center.
  • Liposuction and anesthesia, in which a patient receives intravenous sedation or any local anesthetic higher than low, should be undertaken in a registered private or day procedure hospital.
  • Any surgery, including cosmetic surgery, must be conducted in a center not certified by the Victorian Department of Health—any non-low dose local anesthetic to be given in an unregistered location in the facility.

How can a member of the public determine that a particular facility or health facility establishment is registered?

To discover if a facility is registered, you can:

  • see the DOH Private Hospitals page and click for more information on the contact details for private hospitals
  • contact the Department’s Private Hospitals Unit through email at privatehospitals@health.vic.gov.au
  • Requests are to be taken through the facility’s certificate of registration, typically displayed in a conspicuous position for the consumers to see.

You can also call the unit with any concerns of unlawful incidences, additional questions on liposuction, other cosmetic surgery practices in Victoria, or anesthesia.

Breast reduction surgery – what happens during surgery

Any kind of surgery, including breast reduction surgery, has to be carried out in centers that have all the necessary licenses and accreditations. A registered anesthetist must be present to treat you in the event of an adverse reaction to the anesthetic.

Breast reduction surgery is usually carried out using a general anesthetic. In some cases where the extent of the reduction is modest, the medical practitioner may use a local anesthetic accompanied by sedation.

Generally speaking, breast reduction surgery involves:

  • The medical practitioner makes a nick (a minimal cut) around the areola. The limitation of the incision is continued straight over and over in the direction of the breast crease. Sometimes, an additional cut is made in the left half of the crease below the bust.
  • In most instances, the nipple floats freely on the pedicle, blood, and nerve supply throughout the procedure. Occasionally, however, a considerable breast requires a ‘free nipple graft.’ They detach the nipple and bring it to a higher part of the breast than it originally was.
  • Lipoma, skin, and Glandular swellings are extra tissues shaved off during surgery. At other times, the medical practitioner may use liposuction to remove excess fat. Once in a while, the medical practitioner may be able to reduce the size of the breasts through liposuction alone.
  • Medical practitioners place stitches beneath the dermal layer in the breast tissue to prop it up.
  • Wounds on the skin are sutured, and the joined incisions are fastened.
